The university, youth and public power in the construction of the Municipal Youth Plan of Alfenas, State of Minas Gerais, Brazil
Abstract
The authors, participants in the drafting of the preliminary project of the Municipal Youth Plan of Alfenas, State of Minas Gerais, Brazil-MG, describe the process of construction of the proposals of the Plan and its methodology of work. The theoretical references of this methodology are presented: youth as a social subject and relevant political actor in the present time; the possibilities of participation and the limits of the recent public policies of youth; the appreciation of intergenerational dialogue, in which young people and adults, in a horizontal, free and open way, can debate relevant public issues. The proposals and main elements of the Municipal Youth Plan are described, which deal with “Organization and Dialogue with Government”, “Integral Development”, “Territory and Mobility”, “Quality of Life”, “Diversity, Sexuality and Respect for Differences” and “Safe Life”. As a result, stresses the efforts to implement the social rights of young people, which dialogue with the current youth and its movements, but also some of its limits, such as the speed of its construction.
