The regional role of Hadrumetum was modest before Diocletian, except probably for the management of the imperial goods included in the vast regio Hadrumetina. The extent of the regio may have prefigured the contours of the late-antique province of Byzacena, even while the city served as one of the sees of the judicial conuentus of the proconsul of Africa. It was not until the partition of the province of Africa proconsularis in 303 that Hadrumetum obtained the administrative and political precedence corresponding to its demographic and economic importance.
