The aim of this article is to analyse the effective workings of the introduction of Law 39/2006 on the Promotion of Personal Autonomy and Assistance to people in situations of dependence. To that end, regional cover of dependence in Communities operating under a common system is revised through the evolution of people who receive assistance in relation to the potential demand and the supply of social services. Finally, the regional effects of the variables that determine the distribution of state resources related to dependence in the areas of inter-administrative cooperation are analysed. The introduction of the Law is producing major changes compared to what was originally anticipated. There is greater recognition of people with a high degree of dependence as well as excessive use of themonetary benefits with respect to welfare. The financing of dependencein regions operating under a common system has formed part of the generalmodels of financing and also relies on finalist resources provided by the State. In this case the variable of distribution has experienced change, with a clear regional impact that should pave the way for greater stability in the criteria applied.
