The aim of this article is to investigate the reasons for un- application of value analysis and pure thinking in auto-part manufacturing companies in small industries and industrial towns in East Azerbaijan and to determine the intra-organizational and extra-organizational factors. The statistical population consists of managers and experts of 120 automobile parts companies in East-Azerbaijan industrial towns. They are familiar with primary management theories. By using the formula for the determination of sample volume, 45 persons were selected randomly as the statistical population sample .Then, the data were collected by the compiled questionnaires. The level of the mentioned theories application by each member was determined by the one-sample sign test. According to the test, the members of the statistical population who had applied these theories were omitted. The questionnaires were distributed and the data were collected and categorized and the effective factors were determined by parto graph. Finally, the extra-organizational and intra-organizational factors were calculated using the ratio and share estimate theory.
