THE VALUE OF THE LOCAL COMMUNITIES DEVELOPMENT FOR THE RAISE OF MUNICIPAL GOVERNMENT EFFICIENCY

Abstract

Purpose. The fairly new theme of an interaction of both public authorities with local communities is considered in the article. The author aims to ground the value of the interaction efforts activation of both public authorities with local communities to solve pressing social problems and to act successfully for the strategic socio-cultural development of the territory. Methodology. The author’s position isn’t traditionally political one but it’s a managerial viewpoint primarily related to use of managerial methods and technologies. The various theoretical and methodological approaches to the analysis of the nature of local communities which indicate both the importance of the self-organization of the population to solve the problems of sociocultural development of the territory and the need for regulation and control of the process of formation of local communities are explored. Results. It’s showed that the situation of a necessity of synthesis of public authorities’ and local communities’ efforts, on one hand, and an absence of their partnership experience, on the other hand, is a problem. It’s grounded that local communities are the main factor of socio-cultural development of the municipality in the strategic aspect. Practical implications. The results of the study can be applied in the sphere of the policy of the public authorities to engage the local communities to actively participate in the strategic development of the territory.
