The Establishment And Application Of Competency Evaluating System To Propose Appropriate Training Programs

This paper presents application process of related theories to establish competency evaluating system by which are used to assess competencies of employees to propose appropriate training programs. Proving the above-mentioned points, the paper will show extracted results from experimental survey conducted by paper’s authors at Offshore Service Company about the establishment of competency evaluating system (including “Competency Dictionary”, “Competency Profile”, “Regulation of competency evaluation”) and use documents of the above system to evaluate competencies of 23 middle-managers. Results of this competency assessment are among grounds for training needs assessment – the crucial phase of proposing training programs. In addition to 3 proposed training programs relating to “General competencies”(important to all middle-managers), there are training programs about “Professional specialized competencies” for each work group which are suitable for actual competency of each middle-manager. The reasonability and significance of the survey results received good acknowledgement and feedback from the board of directors and survey participants at this company.
