Geospatial technologies provide crucial tools for territory planning and management, such as the Multifunctional Territorial Cadastre (MTC). In this context, the objective of this study is to propose a low-cost MTC methodology using open-source software to aid decision-making and cadastral updates through a web application. The proposed methodology was tested in the Vale Vêneto District, São João do Polêsine, Rio Grande do Sul, Brazil. Two fieldwork campaigns were conducted to gather aerophotogrammetric and cadastral data in the study area. Static and interactive maps were created for spatial representation of cadastral data, along with a web interface for practical data editing and updates. The suggested methodology enables the implementation of MTC in municipalities with budget constraints, promoting territorial knowledge acquisition and streamlining decision-making processes through the use of open-source software across various sectors of public organizations.
