Abstract

This article intends to explain what is being the drift and the practical evolution of direct public grant aid that, in principle, are thought of in the General Subsidies Law as exceptional aid, while, in practice, they are being used in an ordinary way without there being any special impediment to the ocasional vague justifications that are being offered for its use.
