Persistence in the socio-economic development of the regions of the Siberian Federal District
Abstract
Introduction. The article presents a study on the assessment of the level of development of the regions of the Siberian Federal District, the sequence and patterns of their development. The regions of the Siberian Federal District, being administrative-territorial systems, have competitive advantages and development potential, having significant differences in their scale, level achieved and prospects for socio-economic development. The author defines the phenomenon of «persistence» in relation to the socio-economic development of territories, which consists in the property of socio-economic systems to maintain the existing trend in the territory for long periods of time, resisting changes. Persistence from the point of view of socio-economic impact is a negative property of the territory, which prevents the authorities from developing the territory and carrying out reforms in the regions. The term «persistence» originally has a biological and medical origin, as a property of microorganisms (bacteria, viruses) to survive and function in an aggressive environment (e.g., when exposed to antibiotics). Materials and methods. The analytical basis of the study was the values (statistical data for the period 2013-2023) of the seventeen components of the socio-economic development of ten regions of the Siberian Federal District selected by the author, which are currently part of it. The components of socio-economic development from the following subspheres were analyzed: population, employment and unemployment, standard of living, housing conditions, education, healthcare, environmental protection, economy, housing construction, housing market. The concept of «local average» is introduced as the most important component of the algorithm for calculating the persistence effect. In the writings of management economists, the term «persistence» has not been mentioned before; there are no sources characterizing the degree of study of this phenomenon in relation to ensuring sustainable socio-economic development of territories. Results and conclusions. The author has developed formulas for calculating the effect of the persistence of variables based on determining the values of the local average; the total effect of the persistence of the values of the components of the region. The application of the author's methodology for determining persistence in the socio-economic development of the regions of the Siberian Federal District made it possible to obtain calculated data on the basis of which horizontal and vertical analysis of persistence values were carried out. The values of most components (12 out of 17) are characterized by a low degree of persistence, which is reflected in the total regional values of persistence. Among the components characterized by a high level of persistence, the «population growth rate» stands out, which means its increased variability of values; the average level of persistence is characteristic of the components: «gross regional product per capita» and «investments in fixed assets per capita»; a moderate level of persistence is noted in the components: «average per capita monetary income of the population» and «commissioning of residential buildings per 1,000 people of the population.» The total persistence effect has the highest degree in two regions (the Republic of Altai and the Republic of Tyva); the average degree is in five regions; the low degree is in the remaining three regions (Krasnoyarsk Territory, Novosibirsk Region, Omsk region). The scientific novelty of the study is the justification for the need to take into account the phenomenon: characterizing resistance to ensuring socio-economic development, manifestations of resistance to reforming the territory, the «persistence» of socio-economic systems to perceive transformations, «preserving in memory» trends and returning to them under appropriate circumstances.
