Er demokratiske elevråd mogeleg?

Abstract

Det har lenge vore elevråd i norsk skule, med ambisjonar om utdanning til demokratisk deltaking. Forsking tyder på at elevråda er problematiske som demokratisk erfaring for elevane, og dei er i ferd med å bli svekte i lovverk og læreplanverk. Det er derfor viktig å drøfta i kva grad og korleis demokratiske elevråd er mogelege. Framgangsmåten er å trekkja på teoriar om demokrati i politisk liv og antyda korleis elevråd kan spegla slike krav både når det gjeld val, prosessane i elevrådet og gjennomslaget elevrådet har mot skuleleiinga. English abstract Are Democratic Student Councils Possible? Empirical research suggests that student councils in secondary and primary education hardly live up to democratic standards, and their importance in Norwegian curricular and legal frameworks is about to be reduced. It is therefore highly urgent to discuss what democratic councils could be, in order to contribute to their revitalization. The approach is to draw on theories of democracy as a form of government in which citizens participate, and to suggest how student councils may realize the requirements of such theories concerning elections, intra-council processes and in council–school management relations.
