Development of Competencies of Specialists of Guardianship and Custody Bodies in Relation to Adult Legally Incompetent or Partially Competent in the Context of Supplimentary Professional Training

The article is devoted to the problems of supplimentary vocational training of employees of guardianship and custody bodies regarding adult legally incompetent or partially disabled citizens as well as to the experience of the Moscow State University of Psychology and Education in development of scientific and methodological support for this system. The results of a survey of PLO workers in 85 regions of the Russian Federation on the situation in professional training are presented. It is shown that in the absence of specialized education, the only possibilities for their training is the DPO system, the functioning of which is currently inefficient. The social requirements to protect the rights and legitimate interests of mentally disabled people have set the task of increasing specialists expertise level. It is shown that the competency-based approach is the methodological basis for the development of software and methodological support, which corresponds to foreign and domestic experience. The article presents the conceptual approaches and principles of the development of continuing education programs, the selection of content, teaching methods and technologies, as well as tools for evaluating its results; the structure and main provisions of the content of the professional retraining program are described.
