The paper examines the existing management systems under which thefishery sub - sector is administered universally. Information was obtainedfrom 80 respondents selected through multi-stage random sampling technique. Data were analysed using descriptive statistics ( percentages and means). Results indicated that though government provided some processing and storage equipment for the women, only 23 percent made use of them. The major problem identifiedis non- involvement ofstakeholders inpolicyformulationandimplementation. Thispaper therefore advocates a management model in which all stake holders includingfishfarmers, scientists, environmentalists, and government functionaries will collaborate and cooperate in the process of policy formulation in fisheries to reflect the present democratic dispensation in Nigeria. This is with a view to promoting acceptability of innovations andprojects meant for thefish workers.
