Mälläs Zénawi, the late Ethiopian Prime Minister, initiated the ambitious Growth and Transformation Plan (GTP). Because its population is going to double in 2050 Ethiopia has to industrialize rapidly. The country needs to produce plenty of cheap energy to attract industrial investment and sell surplus electricity to neighbouring countries. According to the 25-year Master Plan grand dams have been started to build on the Blue Nile and on the Omo rivers: among them the Grand Ethiopian Renaissance Dam (the 2nd in Africa). Therefore the regional position of Ethiopia will be strengthened in the Horn as the GAP did it for Turkey in the Middle East.
