Earthquake emergency plan analysis; a case study of Bacău County in Romania

The work is structured as follows: First, it will briefly talk about an emergency plan’s function and structure. From this starting point the article will move on to the actual plan and highlight some of its major deficiencies. Special attention will be given to why having a model plan is a bad idea and to the link between emergency plans and policy/legislative context. In the end, a couple of the plan’s strong points will be discussed. The main point to be drawn from this plan’s analysis is that focusing on the policy and the deadlines it imposes without taking in to account local limitations leads to hastily, mass-produced plans, which are far removed from the recommended planning process.
