The province of Ocaña, has developed in recent years, extensive fish farming and promotion to improve the nutrition of the communities, although the level of modernization has increased production, high costs, the absence of cold chains do not allow the marketing in other regions and improving sales prices, it is necessary to create processing and marketing channels; technical training, organization and education must begin immediately, to guarantee the success of the production chain. The work allowed to know the level of associativity of the rural communities involved in fish production in the province of Ocaña, which comprise 13,400 records, Centro de Gestión Agroempresarial (2013). 344 surveys were applied to agricultural producers in the area of ​​the province of Ocaña, which includes 11 municipalities. The instrument was designed according to the operationalization of the related variables. For the statistical analysis, the SPSS 9 program was used. The municipalities with the highest participation in unions and the highest number of fish producers are: El Tarra with 18.7%, San Calixto with 18.3%, Teorema with 14.6%; Convention with 13.1%. The Community Action Boards are the most representative unions
