AN EVALUATION OF THE PROBLEMS OF TURKISH PUBLIC ADMINISTRATION FROM THE POINT OF VIEW OF PUBLIC RELATIONS
Abstract
One of the basic problems of Turkish public administration is its distrustfulness against both to the public and its own staff. Similarly, the public don’t trust the public administration which is insensitive to their own expectations, desires and necessities. This sense of distrustfulness leads both to the administration’s introvertedness and its the lack of sensivity against the public, and at the same time the alienation of the public against the administration. The weakness of the reflexes of Turkish public administration to the change and its environment leads to various organizational and operational problems in public organizations. The aim of this study is to analyze the situation of Turkish public administration when compared to the perfect public relations activities. In this context, in this study, public relations has been defined, the problems of Turkish public administration have been described and analyses directed to the development of the relations between the public and public administration.
