One of the most urgent and important tasks for sustainable socio-economic development of Ukraine is the preservation and strengthening of intellectual resources as a strategic reserve of the state. The transition to a new model of social development in the system of world relations determines the importance and timeliness of the study of the identified problem, and the need to create the perfect conditions for the development of intellectual resources enhances the practical significance of its solution. It is quantitative and qualitative parameters of intellectual resources are becoming a significant factor in the effectiveness of economic transformation in modern conditions.The current situation requires the development of a scientifically grounded vision of further development of intellectual resources, which can be the basis for practical actions aimed at a radical improvement of the state of the economy.The theoretical basis for the development at the state level of measures for the development of intellectual resources is the scientific substantiation of the terms "intellectual resource", "accumulation of intellectual resources", "development of intellectual resources", systematization of factors influencing the development of intellectual resources, search and measurement of indicators, which able to illustrate the state of accumulation of intellectual resources in Ukraine, analysis of quantitative and qualitative characteristics of this resource and the detection of obstacles on this basis, causing outflow of this potential, given the possibility of overcoming them.For the period of formation and development of a knowledge economy, intellectual resources are a strategically dominant resource, and the country's ability to effectively formulate and use it determines the possibilities for its further economic development on the basis of the transition to a higher technological structure.The article discloses the reasons for the decline of the competitiveness of the national economy, the inhibition of the development of higher education and science, the decline of the qualifications of the workforce. The present state of development of education and science of Ukraine is analyzed. The factors that hinder the formation of intellectual property reserves during the period of formation and development of the knowledge economy in Ukraine are presented. Recommendations for improving the level of higher education development are given.
