Metal nanostructures have been broadly applied in surface enhancement fluorescence, circular dichroism, filtering and many other aspects due to the unique optical properties. In the paper, a Bi-layer split ring-rods nanostructure is designed and the different responses of the nanostructure to the left-handed circularly polarized light and right-handed circularly polarized light are simulated by finite element method. The results show that this structure can produce operable circular dichroism and circular polarization filtering effect by adjusting the symmetry and the size of the structure. We illustrate this phenomenon by analyzing the resonance modes of the equivalent dipole between the upper and lower layers under the two excitation modes.
