Analysing the aims and means of periurban community forests in England since their inception in 1989 is a means of observing the enforcement of a model of multilevel governance, as praised by New Labour. The success of this programme of urban regeneration is debatable, partly because of its great intricacy, and partly because of the obvious inequality between the stakeholders, not least of whom charities and the public, whose participation supposedly lies at the heart of the programme.
