Identifying the Competencies of the rulers based on Sa'di's Golestan

Objective: The main purpose of this study is to identify the competence of rulers based on Sa'di's Golestan. For this purpose, Sa'di's Golestan book was used based on the version of Mohammad Ali Foroughi.Methods: The present study is within the framework of interpretive paradigm and qualitative study and a thematic analysis strategy have been used to analyze the data. The present research population consists of 41 anecdotes from the first chapter of Sa'di's Golestan entitled "The Characters of Kings" and considering that all 41 anecdotes were studied carefully, so sampling was not done and the census method was used. To calculate the reliability, coding was done by two people individually by studying line by line of anecdotes and verses, and after the coding was completed, the results of these two codings were compared with each other 0.87 was calculated to indicate that the subjects had high reliability.Results: By reviewing and analyzing each of the anecdotes and verses and then using the method of content analysis and coding, the competency framework of the rulers were drawn. The findings of the present study indicate that the competency framework of rulers has 12 dimensions (structures) and 26 components and each dimension of the competency framework includes God-centered, building trust, Bailment, benevolence, justice, participation seeking, legalism, appreciation, emotional health, Self-loathing, Rationalism and foresight also reflect the central competencies of rulers.Conclusion: The results of the present study emphasize that in order to increase legitimacy, rulers must have 12 core competencies, and on the other hand, the calculated central competencies are not limited to the ruler and all policymakers and political rulers of the country must have these competencies. They should be pivotal, and these merits should be taken seriously in fulfilling the country's political and executive positions.
