In the given article the authors describe the technique of Research and Development planning on the basis of dimensional determined models. Basically, the article deals with the problems concerned with the top level of hierarchy, namely, the problems of drawing the sketch schedule of R&D basic stages and related expenses. The use of mathematical models is the most effective modern approach to realization of such substantiation. At this, it is essential that the models applied for solving the tasks of this level, should consider not only internal properties of the enterprise and be the models of its organizational system, but also take into account the external environment of the enterprise. Due to the limitedness of completeness and insufficiency of information on the external environment of the enterprise, the planning technique should provide possibility of correcting the scheduled offers, their recalculation under the specified data. Job uncertainty allows to use only one version of the task planning innovation by fixing the possible ranges of parameters: the requirement of establishing the plan, the implementation of which is absolutely guaranteed with any combination of uncertain parameters of the area possible, and, moreover, the best of many of these plans. This approach to the problem of optimal planning under uncertainty is often called the principle of the absolute best guaranteed result.
