Efetividade e eficiência no ensino médio brasileiro
Abstract
The paper analyses efficiency in the provision of high school educacional services for Brazilian states. Using a public sector model that distinguishes direct services from citizen s demand, the study highlights the importance of controlling for environmental factors. These nondiscretionary inputs are incorporated in a two stage procedure. In the first step, Data Envelopment Analysis (DEA) is used to estimate a non adjusted efficiency index. Then, that measure is adjusted by means ofeconometric analysis. The results show that socio-economic environment has a great influence in the educational performance. Furthermore, substantial inefficiency is found among brazilian states. The findings suggest that improvements in Brazil's educational system must come together with others socio-economic benefits.
