Expert survey as an instrument of investigation of the issues in the field of public administration servic

Abstract

This article investigates the issues in the field of providing with administrative services based on expert survey results. The author considers the purpose and the main principles of expert survey as an instrument, which clarifies information obtained within previous investigation. In this work the approaches of organization and the expert survey conducting were defined. This approaches can be used for better analyzing the problems that exist in the field of administrative services. The author mentioned that most of public administration sub­divisions (departments) created centers of administrative services, but still continuing to provide with the services by involving their employees, not the centers. Also we found out a weak interaction among different sub­divisions of public administration in the field of providing with administrative services that is, in fact, making worse the quality of services for citizens. The experts noticed that the main problems, which interfere to organize the high quality administrative service for citizens are: gaps in the legal sphere and lack of funding. The study also ascertained the experts’ opinion on issues related to public influence to the formation processes of administrative services. The experts also expressed their thoughts about public opinion on situation with already created centers.
