A LUTA PELA UNIVERSALIDADE DAS POLÍTICAS PÚBLICAS DE TRANSPORTE

Abstract

This article deals with the issue of universality of transport in urban mobility, understanding it as a political issue. Analyzes the historical aspects of the formulation of the existing model. Addresses, therefore, what it considers central issues of this analysis, namely, the rate, forms of contracting services, government action, subsidy, among others. It deals also with the issue of universal urban transportation system not only from the perspective of their gratuity, but showing the necessary actions to prevent distortions of various kinds that the mode of production can impose even with universality.
