Parcerias entre o Poder Público e a Esfera Privada como Instrumentos de Descentralização da Ação Estatal: diferentes perspectivas

This article aims to provide different perspectives on the adoption of partnerships between the public and the private sectors in the Brazilian context and more specifically in the State of Sao Paulo in different local government areas, but with emphasis on the fields of health and especially education. Such partnerships appear to be deriving from changes in public policies that were configured in the decades of 1970, 1980 and 1990 and have emerged as one of the alternatives to the decentralization of responsibilities until then state fulfilled, aimed at reducing the role of the state. In Brazil, they are inserted into the reform movement in the state that began in 1995 with the Master Plan for Reform of the State Apparatus. Through literature research some works were identified in different areas, addressing the issue of the partnerships in question and which the analysis was done by confronting the different perspectives and views on the adoption of these partnerships present in them.
