Formation of civic competences of local communities with using program-oriented approaches: a theoretical analysis
Abstract
Article provides a comparative analysis of concepts: competence, сompetentia. The interrelation between these concepts grounded their separation. In the context of decentralization of power reform in Ukraine is clearly a problem emerges directly unwillingness of communities to take responsibility in managing local development. Unfortunately, the civil society at the local level as well showing no willingness to participate in shaping policies. The author based on an analysis of different approaches to the definition of competentia and competence: competentia a range of issues in which the subject is knowledgeable (or has the authority); competence - acquired in the ability of integrated entity consisting of knowledge, experience, values and attitudes that can holistically implemented in practice. The ability of civil society to participate in the management of local development by offe ing based on three basic concepts of “local community”, “civil society”, “competence”, defined as “civic competence of local communities.” After disclosure of the terms in the general sense of the content of the concept of civic competency of local communities and proposed a definition of this definition. The analysis of program-oriented approach to public administration as an important tool of participatory democracy at the level of local communities. The article is special emphasis on the importance of using target-oriented approaches to development of civic competencies of local communities. Analyzing target-oriented approach by determining that modern quality management activities should be based on the use of program-oriented approach. The author states that the target-oriented approach is the most effective approach for the development of participatory democracy at the local level. The process of forming competent civil society at the local level remain little studied and require thorough scientific analysis for intensive implementation of new mechanisms to influence the development of civil society in Ukraine.
