As três explicações para a subcidadania no Brasil (The three explanations for the subcitizenship in Brazil)
Abstract
Trata-se de uma análise sobre a trajetória histórica da construção da subcidadania no Brasil, possuindo como aporte teórico três autores que abordam a questão da cidadania inconclusa. A análise será realizada por meio de revisão literária, baseada em Carvalho (2004), Santos (1994) e Souza (2006), tratando dos conceitos da cidadania em negativo, cidadania regulada e a formação da raléestrutural e periférica, respectivamente. Ademais, se analisam reflexos do Welfare State, no caso brasileiro, para a construção da subcidadania. Diante desse contexto, compreende-se que a cidadania no Brasil é marcada por processos de fissuras e incompletude, como também refletiu e reflete ainda hoje no processo de exclusão e estratificação social, gerado pelo desenho de implementação das políticas públicas. Abstract: This is an analysis of the historical trajectory of the construction of subcitizenship in Brazil, possessing as theoretical three authors who approach with the issue of unfinished citizenship. The analysis will be performed by means of review of the literature, based on Carvalho (2004), Santos (1994) and Souza (2006), dealing with concepts of citizenship in negative, regulated citizenship and the formation of structural rabble and peripheral, respectively. Futhermore, analyzes reflections of the Welfare State, in the Brazilian case, for the construction of subcitizenship. In this context, it is understood that citizenship in Brazil is marked by processes of fissures and incompleteness, as also reflected and reflect today in the process of exclusion and social stratification, generated by the design of implementation of public policies.
