This paper studies the problems of economic dynamics and economic growth which were built up on an extended horizon of development of the USSR and Russia. The task of modeling of the dynamic properties of economic systems from the standpoint of utilizing the «input - output» methodology is established. The paper defines the negative factors that can paralyze structural reform efforts and negate modernization plans. The main ones are: lack of financial resources, corruption and erosion of human capital. Today the tasks of this magnitude can be finalized only by decision of the President of Russia under the condition that he would address the issues personally and on a daily basis. The rule of involvement applies to all decisions, regardless of the matter being that of the Olympic Games or of an military industrial complex. This situation cannot be sustained in the long run. In this paper, we identify ways to overcome the impact of the negative factors. The authors propose mathematical-statistical field of solution of global problems of restructuring and modernization of the economy, based on the «input - output» methodology which provides a balanced trajectory of development of the analyzed systems. The demonstrated possibility of optimal control of trajectories of development is demonstrated is based on the analysis of the dynamic properties of the economic systems themselves
