New start of the European Commission
Abstract
The author presents the European Commission Program for 2020–2025. The article is based on a comparison of two campaign speeches, by outgoing President Jean-Claude Juncker and his successor Ursula von der Leyen, delivered just before his election to the high office. The intention of the new leader of the European Commission is to redistribute the resources of the European Union in favor of the climate and European Defense Union agenda, as well as to overcome the gender imbalance in the entrusted institution and the democratic deficit in the work of the EU. The author comes to the conclusion that von der Leyen’s program is built on a combination of realism and postrealism principles. Thus, the degree of closeness of the European Union in relation to the outside world is increasing. At the same time, the European Union does not give up trying to change with the changing world. In future, the EU expects further forced growth of investments in the climate agenda in order to solve the problem of its global competitiveness. The most likely scenario is strained relations with Russia and China, the priority of internal tasks over externalones. The answer to internal challenges will be given in the course of the planned next reform of the Treaty.
