Vers une intégration de l'environnement dans les instruments d'urbanisme. Cas de la ville de Bou-Saada, Algérie
Abstract
Towards an integration of the environment in Spatial planning instruments, case of the city of Bou-Saada, Algeria. The problems of the city and the environment in Algeria is related to several phenomena, that of urbanization as an inevitable process with consequences on the environment, and other related to sustainable development as a theory that can become practical / real regarding the consideration of environmental aspects in town planning. The such as the plan of development and urban planning (PDUP) and the land use plan (LUP), all rules and norms defined by any of these planning instruments included in the spatial planning are mandatory for all public authorities.The Spatial planning instruments defines the main directions for the organization of the territories concerned in order to provide basic guidelines for their management. They determine forecasts and planning rules and define more specifically the conditions for rational use of space. This research can judge the environmental quality of urban planning instruments in the town of Bou- Saada, such as the Master Plan of Urban Planning and Development and the Land Use Plan. It presents the basis of a tool that needs to be improved, including an environmental approach that can be integrated into the different phases of development planning instruments.
