People-centered priorities of public quality management
Abstract
The article discusses the state and administrative aspects of the human-centered paradigm of reforming education and educational activities in Ukraine, improving its quality. The goals of education as a social institution at this stage of the development of society are defined - ensuring a person’s entry into the social world, his productive adaptation in this world. It is proved that the basis of the modern strategy for the development of education is the humanistic concept, the essence of which is the recognition of a person as the highest value, priority of rights to free development and the full realization of abilities and interests; formation of a competency-based approach. It is shown that the objective logic of the unfolding of modern sociopolitical and cultural life turns humanism into a new type of worldview - human centrism, which is seen as the actualization of humanistic tendencies, a departure from rationalized pragmatic imperatives. It substantiates a fundamentally new approach of public authorities to education as a complex, selforganizing system that interacts with other social systems. Priority areas of state management of the quality of education in modern conditions are identified. A new model of public administration should be presented in the form of a system for managing the quality of education and its development, based on the worldview paradigm of human centrism. The main aspects of the development of the quality of education are identified: sociocentric, culturecentric, and human-centered content.
