THE ACTION OF THE JOINT STATE POLITICAL DIRECTORATE CONCERNING TACTICAL WORKING OUT OF CHINESE LABOUR UNION IN OMSK (STATEMENT OF THE PROBLEM)

Abstract

The paper addresses the actions of the JSPD in Omsk province concerning tactical working out of Chinese organized crime activity. The distinctive features of Chinese crime activity and the methods the JSPD used to control them were determined. Basing on the material of Omsk chekists, the paper reveals the fact that the Chinese Fraternity was a well-organized secret criminal organization, with its leaders governing Chinese labour union and making profit of it. Professional behavior of the JSPD officers who had some agents in Chinese expat community in Omsk let the JSPD successfully deal with Chinese organized crime activity.
