Typology of local government’s projects and it’s using for methodological support of the project’s ground

Abstract

Taking into account diversity of local government’s projects, traditional project’s technologies of business management can be use for it with some constraints. Present project’s classifications are imperfect, inadequate for modern conditions of local government, have week applied orientation. The approach for systematization of project’s diversity in local government, which realized as typology of local government’s projects, is decrypted in the article. Use of the typology for forming recommendations to determine of deep’ level of local government’s project’s competitiveness ground is shown for different sub multitudes, the main of which are invest projects and social­management projects. Shown, that for technical­economical ground of invest projects could be used the traditional technologies of the project management, but for social­management projects ground could be done on the base of the project’s concept. The need of strengthening of local government’s project concept’s complexity discovered. The logical structure and content of complex concept preferred, the approaches to deeper working up of some concept’s position recommended. The approach for system determination of results and success’ indicators of projects preferred. It base on problem’s analyze and description of start’s and finish’s state of project’s environment (changes of environment concerning implementation of project). The key words of problem’s symptoms look for in the space of potential target effects of local government’s projects (financial, economical, social, management, political, ecological). Then these key words reform and edit, after that they become the content’s essence of success’ indicators. During form the concept of local government’s projects recommended to do analyze of opportunities to remake projects as partially commercial by the way to give office’s rooms, places for advertising, places for trade, possibilities to realize paid servicies for use of entrepreneurs. In this case the entrepreneurs funds will be participate in project implementation. The factors of project’s stability descript the project only on context to protect the ready product of the project. Taking into account, recommended to do the risk­analyze during working up the project’s concept (technical, social, innovational, strategic, administration, ecological, political, recourse, financial, economical, institutional risks), determine the methods of reaction to risks (deviation, readdressing, softening, taking of risks).
