PROBLEMS OF IMPLEMENTATION PUBLIC-PRIVATE PARTNERSHIP PROJECTS IN THE DEFENSE-INDUSTRIAL COMPLEX OF THE COUNTRY

The article examines the conditions of attracting the potential private business investments to a defense industry to enhance the country's defense and national security on the basis of the following argument: "business wins if the state wins". It is suggested to supplement the existing forms of cooperation between the state and business such as a government contact and privatization in the defense industry by the mechanism of a Public-Private Partnership (PPP), which is based on cooperation and risks sharing between the state and business. Implementation of PPP projects in Russia is slowed by the lack of basic federal law in PPPs field (adopted by the State Duma of Russian Federation Federal Assembly in the first reading) and the corresponding legal act of the PPP in the defense industry (a federal law project is being considered) . Their adoption and incorporation in the country's legislation will ensure legal and regulatory framework for PPPs in the defense industry. In addition to imperfect legislation there are a number of economic, administrative, legal and political constraints. Solving these problems will allow to either effectively develop priority areas of the defense industry , or support defense enterprises in the restructuring of their economic activity within the PPP projects realization.Objective: to substantiate the need for a public-private partnership mechanism.Subject of study: relevance and conditions for the implementation of PPP projects in the defense industry of Russia.Result: On the basis of the legal framework, the current situation analysis in the defense industry the role of public-private partnerships is justified and the current restrictions of PPP projects implementation in this area in terms of economics, management, law and policy are systematized.DOI: http://dx.doi.org/10.12731/2218-7405-2014-3-4
