This is a report of empirical work in the context of a Master thesis at the University of Hamburg in cooperation with the German “Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ)” as part of the regional REDD+ program “Forest protection in Pacific Island Countries”.
