EU Cohesion Policy is considered as a variable of local or regional change. In France, the 2014-2020 programming period is at a turning point. Indeed, in the last territorial reform of 2014, it was decided to transfer the management of a large part of the structural funds from the State to the regional authorities. Through the example of Ile-de-France Region, we aim to question the new position of the regional institution. We particularly focused on the urban dimension of the Cohesion Policy, as a mean to connect the various levels of local authorities, following the creation of a new tool: the Integrated Territorial Investment (ITI).
