Of the “regional brand” policies promoted in Japan since the 2000s, certification of the Hatcho miso brand of miso flavouring as a “geographic indication” (GI) has caused the most debate. The product’s two most longstanding traditional manufacturers were excluded from the group of officially certified producers ratified by the Japanese government in 2017. Underlying the certification issue is a conflict between two modes of governance – sectoral and territorial. As a solution to the impasse, this article proposes the development of a separate market built on deliberate, civic and territorialized standards.
