Knowledge Management in Moroccan Public Administration: An Exploratory Study and Recommendations
Abstract
This article highlights the growing importance of knowledge management (KM) as intellectual capital in modern organizations, with a focus on Moroccan public administration. It begins with a literature review of the main theoretical foundations of KM and its processes, emphasizing the vital role of communication in creating and sharing knowledge. While the potential of KM is widely recognized, a gap remains between this awareness and actual practices. In Moroccan public administration, traditional methods such as paper-based archiving still dominate, while modern tools like collaborative cloud solutions are underutilized. A survey of 33 communication managers identified key challenges, including resistance to change, lack of leadership support, and limited technical skills. To bridge these gaps, practical solutions are proposed: establishing an integrated and continuous knowledge flow through collaborative and bottom-up approaches supported by user-friendly technology; combining traditional practices with secure digital solutions; and fostering tacit knowledge sharing through storytelling to add a human and relatable dimension to organizational learning. Additionally, awareness campaigns and interactive workshops are recommended to build skills and encourage the adoption of digital tools. The ultimate goal is to position knowledge management as a strategic lever for modernizing public administration, enhancing efficiency, fostering innovation, and meeting the evolving expectations of citizens and stakeholders.
