Water Resources Management Analyzed by Political Ecology: a Debate about the Public Control versus the Private Control of Water in Brasil
Abstract
The present text wants to contribute with the debate that arises in relation to the models of water management administration adopted in the Brazilian hydrographic basins. Water as a common good implies control and regulation of the community, but as a private good implies regulations, legal and economic instruments, and intervention of the State (public control). This is a debate that involves different conceptions in relation to access, ownership and use of water resources in Brazil.
