Public Policy, Impact Assessment and the Fundamental Right to Good Administration

Abstract

The fundamental right to good pub-lic administration guides the freedom of ad-ministrative choice and determines the man-datory compliance with certain constitutionalpriorities. Therefore, public policies need tobe scrutinized as constitutionalised policiesadopted new impact assessment which takesinto account the direct and indirect costs andbenefits.
