Designing Robust Prioritization Paradigm Focusing on Strategic Industries
Abstract
The conventional method for prioritizing in Futures Studies, is a methodology of key technologies in which with the attractiveness and feasibility criteria and via the expertbased process, options with greater priority are distinguished from each other. What reveals a true need to invent a new method is uncertainty on the efficacy of these candidates in encountering the “alternative futures”. Therefore in regard to this important issue, in this article a new model is introduced for prioritizing. The main achievement of this research is a new paradigm called “Robust Prioritization” and the research methodology is a methodology of devising a new paradigm. Robust prioritization, is based on the concepts and methods of Future Studies. Robust prioritization, is the land of innovation and eventually leads tointroduction of a portfolio of options that can help the organizations under different circumstances. According to this model, the process of research is adjusted in terms of time and resources. In addition, robust prioritizationis a combination of qualitative and quantitative analysis. Therefore, by robust prioritization multiple and in the light of understandingthe future the value of different approaches and policies appear. Robust prioritization paradigm is consisted of nine major steps that has emerged and evolved by the participation of experts and stakeholders. The most important achievement of this rescarch is optimization and quality upgrade of this paradigm by implementing it practically in a strategic defense industry of anti-helicopter systems, reaching desired results.
