Abstract

Throughout history, Jews have established settlements in various regions, often due to exile or voluntary migration. Many of these settlements were governed by non-Jewish rulers, though some were managed by Jews. One of the most significant Jewish diasporas is the Babylonian diaspora, which dates back to the 8th century BCE. In later periods, members of this diaspora created administrative structures in their regions. This study focuses on the activities of the brothers Asinaeus and Anilaeus, who formed such an organization. The research explores how the Parthian administration legitimized their rule, the scope of their governance, and the nature of their duties. The findings suggest that their legitimacy was influenced by issues within the Parthian administrative system and the instability of the reign of Artabanus III. Additionally, the maintenance of order along key trade routes during this period played a crucial role in their activities.
