this article results from researchs that seeks to understand the recent referrals of the public education policies in Brazil, in view of the inserting process of corporate management's ethos in public networks of basic education in the context of public administration reform. Through analysis of documents and legal provisions, the article indicates the configuration of the correlation of political forces in the Partido dos Trabalhadores governments. It points to the occurrence of what it classifies as a “personal union” between government, business/academic civil society organizations and members of combative social movements, from 2007 to 2015, on the grounds of being endorsed by the concepts of Extended State and Educator State of Gramsci. The analysis indicates the supremacy of the corporate privatist logic as the main reference of the set of public basic education policies implemented in this period. It is in this sense that the article concludes that veins were opened for the privatization of education in the country.
