Abstract
The editorial board of the journal “Municipality: Economics and Management” are pleased to introduce our guest – director of the North-West Institute of Management – branch of RANEPA, Advanced Doctor in Economic Sciences Andrey Khlutkov. His interlocutor is the director of the Ural Institute of Management of the Presidential Academy Oleg Gushchin. Official information. Andrey Khlutkov was born on February 16, 1964 in Leningrad. By formation, Andrey Dragomirovich is a civil engineer (in 1986 he graduated from the Leningrad Civil Engineering Institute). Later he continued his studies at the Academy of the Prosecutor General’s Office of the Russian Federation with a degree in Jurisprudence. In 2006, at the St. Petersburg University for Economics and Finance, he defended his candidate’s thesis, and in 2012, his doctoral dissertation and was awarded the academic degree of Advanced Doctor in Economic Sciences. Between 1984 and 1990 Andrey Dragomirovich was at Komsomol work. From 1990 to 2016 he served in the Armed Forces. Since 2016, he has worked in various public service positions (adviser to the Governor of St. Petersburg, head of the Administration of the Central District of St. Petersburg, deputy chairman of the city Committee for External Relations). In January 2022, he was appointed to the position of director of the North-West Institute of Management of the Presidential Academy.
