Reflection about the limits and potentialities of the construction of a public and popular education, having in sight the dependent insertion in the level of the world political and economic systems. What type of development and insertion in the international division of work would favour or restrain the construction of an education that is public and is also popular? The concept of hegemony is also thought, for being crucial for the comprehension that the development and at the same time the insertion of a country in the world political and economic system is also a political option, choice that is necessarily grounded over relationships of conflict or alliance between social classes or groups. Conclusion: the building of the public and popular education the Country, besides having certain development, requires the concomitant building of hegemony to render political and social support to that development.
