Information and analytical divisions of the Ministry of Internal Affairs of Russia: genesis and current issues in activity

Abstract

Background. The article examines the issues of the formation, legal regulation, organization of the activities of information and analytical units in the system of the Ministry of Internal Affairs of Russia, as central in the system of internal affairs bodies that collect, systematize, record and analyze information about operational and service activities, the crime situation and other information, which is necessary to assess the activities of internal affairs bodies and make effective management decisions. The article analyzes the legal acts regulating the activities of information and analytical departments. It is proposed to clarify the term “information” as an object of information and analytical activities, formulate some problems in the field of activities of information and analytical departments at the present stage. The purpose of the research is to study the modern system of information and analytical activities of all divisions of the internal affairs bodies at all levels, the formulation of some problems, and the analysis of the main legal acts regulating the information and analytical divisions of the Ministry of Internal Affairs of Russia. Materials and methods. In the course of writing the work, the following were used: the method of historical and legal – in the course of studying the historical aspect of activity, analysis of legal sources, analysis and synthesis – to summarize the results. Results. Analyzed legal acts regulating the activities of the information and analytical divisions of the Ministry of Internal Affairs of Russia, considered the organization of their activities, carried out a historical analysis of their formation. A proposal has been formulated to clarify the term “information” as an object of information and analytical activities of the internal affairs bodies, some problems in the activities of information and analytical divisions have been identified and ways to solve them have been proposed. Conclusions. Currently, information and analytical activities are becoming increasingly important. Data analytics allows you to regulate the activities of the entire system of state bodies, and due to the fact that the internal affairs bodies occupy a special place in the system of bodies ensuring the observance of the rights and freedoms of citizens, dealing with the fight against crime, maintaining public order, ensuring public safety, issues of the effectiveness of information and analytical activities in their system are the most significant. The collection, systematization, accounting and analysis of information on the activities of the internal affairs bodies, acquiring special significance, must be comprehensively regulated and clearly organized.
