Think about some solutions to develop high quality human resources for international economic integration

This article sets out some solutions to the development of high-qualified human resources (HQHR) for requirements of international economic integration. Macroscopic solutions are proposed to Central Government. Outstandingly, State early issues legal normative document about HQHR; sets up offices specializing in training and re-training HQHR; adjusts the current salary scale towards adding kind of HQH according to working position (Salary coefficient of HQH is higher than other staffs’ same one); Issues Regulation to appreciate and acknowledge HQH (by the way, Ministries and Branches build the set of National Standard of HQH appreciation following Branch, field or position in salary scale). Microcosmic solutions is in group with five subjects: Local government of levels, Training offices, HQHR expert suppliers, human employer and recruitment, and Human_ the main factor creats HQHR for public. In groups of microcosmic solution, remarkably, they not only strengthen practical amount of time for learners but also insert Techniques of drafting document into all of learning fields.Employer and employee have to build their own brand name: HQH recruitment and HQH to get the position in modern society
