The period of semi-modern‌ institutionalization and modernization of government's Iran is attributed to the king Reza Pahlavi government which caused many changes in various the deployment of the military units and organizations in different regions such as Sistan had Special sensitivity and importance for England due to its adjacency to Afghanistan and the borders of India. Areas of the country These developments had more military approach in the country. This sensitivity had two important effects: firstly, to protect the borders, and more important goal was significantly to suppress and surrender of the nomadic forces. The present study using descriptive-analytical method and relying on the new documents has tried to find answer for these questions that How and for what purpose was the Sistan Sakhlo constructed at Pahlavi Period? And how was its function and structure? According to the questions, it can be hypothesized that the Sistan sakhalo had accurate structure according to the region requirement, and the culture changed in Sistan has affected on the suppress and surrender of the local commanders in Sistan area.
