The article is devoted to the further development of financial and mathematical models of managing educational institutions under the circumstances of normative per capita financing, which have been recently developed by V.V. Tarakanov, S.A. Korolkov, A.G. Losev and I.M. Reshetnikova. To be more precise, the article presents the designed descriptive optimization model and the respective procedure of financial support for implementing effective contracts of the academic teaching staff of educational institutions. In this context financing is supposed to be implemented in proportion to the part of the structural subdivision (chair, department, institute) in the educational process and the effectiveness of research work. It motivates the academic teaching staff to conduct active educational and research work. The described procedure of financial support fosters quality improvements for higher education, creating new financial and economic mechanisms providing competition among the academic teaching staff, increasing the level of work motivation of the academic teaching staff, the effectiveness of employee’s work, their contribution to carrying out strategies, programs and projects of the institute development. The offered procedure gives the opportunity of determining the optimal variants of the academic teaching staff structure, which is suitable in respect to the system of restrictions imposed by the conditions of realizing the education plan. In addition, it provides formation of the management strategy which enables the improvement of various indices of the educational institution performance. Besides, the procedure takes into account the peculiarities of the educational process, the saturation of each period with different subjects, the enrollment, the possibility of combining different student groups into a stream. It allows planning the educational process in the educational institution with the most optimal parameters.
