THE INFLUENCE OF THE SYSTEM OF SUBSIDIES AND INCENTIVES ON CREATING A BETTER INVESTMENT ENVIRONMENT IN REPUBLIC OF SERBIA

The subject of the research, conducted by the authors of this paper within the project “Solving the problem of unemployment on the territory of the Autonomous Province of Vojvodina - the answer to the social stratification caused by the new global recession”43 [1] was the legal aspect in the study of the correlation of termination of business entities and the reduction of the scope of business activities, on one hand, and regulations, policies and activities carried out by the state to liquidate, restructure or reorganize the companies with difficulties in doing business in Vojvodina, on the other hand, the investment capacities of the Autonomous Province of Vojvodina and a labor market. The authors determined the cognitive objectives of the project as well as the identification, description and explanation on how to improve the legislation and provide effective legal mechanisms in solving business problems in order to be competitive on the market of the area of the Autonomous Province of Vojvodina, pursuing to preserving the existing and creating new jobs. The authors metholodogically opted to base the research on a chronological, systemic, teleological and linguistic interpretation of legal norms being applicable during the period covered by the research (2004–2014), as well as the changes that took place in the first half of 2014, checking the proposed hypothesis by empirical data obtained from the relevant institutions, while they first reached the conclusions through an analysis, and then through induction and deduction. In this paper the research is based on an analysis of the influence of the system of subsidies and incentives on creating a better investment environment in Republic of Serbia.
